You can only instantiate a maximum of two HPS EMAC instances with HPS RGMII interface due to HPS IOs count restrictions. Additional EMAC must be exposed to FPGA fabric as GMII interfaces. You can then convert the GMII interface to RGMII using the HPS GMII to RGMII Adapter Intel FPGA IP in the FPGA fabric..

RGMII interface is a 12-pin signal interface and it has less requirement on number of pin count compared to GMII which makes it more practical for actual implementation. This is because RGMII only uses half the number of data pins as GMII, which is able to reduce overall system cost and board space.
