2.5.3. OCT Calibration Block Requirement
If you enable OCT calibration, you must calibrate the I/Os within the same I/O lane using the same OCT calibration block.
In the Intel® Quartus® Prime Settings File (.qsf), specify the following RZQ grouping assignment to assign an RZQ pin to an I/O pin:
set_instance_assignment -name RZQ_GROUP oct_rzq_in -to output_pin
The Fitter groups all the pins that are assigned to the same RZQ pin and create an OCT block to calibrate the I/O pins.
