GUIDELINE: Follow the guidelines in the "Power Optimization" section in the Intel® Arria® 10 Device Design Guidelines.

While the HPS is a relatively low contributor to power consumption in the Intel® Arria® 10 SoC device, there are some design choices and architectural features to consider as elaborated below.
