5.1. Step 1: Create the User Project and System
To instantiate a packaged subsystem in another Platform Designer system, you first create or open the Intel® Quartus® Prime project and Platform Designer system that is going to reuse the shared packaged subsystem:
- In the Intel® Quartus® Prime software, click File > New Project Wizard to create a new Intel® Quartus® Prime project. Specify user_project as the project name, user_system as the top module, and the same Intel Agilex® 7 FPGA (AGIB027R31B1E1VAA) target device. Keep all other default settings.

- After specifying New Project Wizard settings, click the Finish button. The new project opens in the Intel® Quartus® Prime software.
- Click the Create New Platform Designer System button. The Open System dialog box appears.

- In the Open System dialog box, click the Create new Platform Designer system button. The New Platform Designer System dialog box appears.
- In the New Platform Designer System dialog box, specify user_system for the File Name, and then click the Create button.

- In the Open System dialog box, click the Create button. The new system appears in the System View tab of Platform Designer with the clock and reset default components.
- In the System View tab, delete the default clock_in and reset_in components.
