QuickSync is no longer working after installing DCH graphics driver

Quick Sync no longer works on computers using Hybrid graphics and latest DCH drivers

The Intel® Media SDK 2018R2 (or newer) software development tool contains a fix for this issue.

• This is not a driver update but rather the software used by application developers to program and optimize their code for Intel hardware
• For consumers using an affected application, Intel recommends contacting the application developer to report this issue to them
  • The application developer would need to rebuild their software using the latest Intel® Media SDK (2018R2 or newer)

Example: Handbrake version 1.2.2 already introduces a fix for this issue.
