ID:209034 Can't find JTAG Server

CAUSE: You set up a device chain in a Chain Description File (.cdf). However, the Quartus Prime software cannot communicate with the JTAG Server.

ACTION: If you are using a PC, make sure the JTAG server is running by typing jtagconfig --serverinfo at the command line. If it is not running, have your system administrator, or a user who is a member of the Administrators group, run the Quartus Prime software on your PC or reinstall the Quartus Prime software, and then try to program the device chain again. Contact Intel Applications for further assistance. If you are using a Linux workstation, restart your computer.
