Why Are Semiconductors Important?

“There is no ‘digital’ without chips,” as Ursula von der Leyen, President of the European Commission said. Technology has never been more essential to daily life, with five key superpowers ― ubiquitous computing, artificial intelligence (AI), cloud-to-edge infrastructure, pervasive connectivity, and sensing ― set to transform the world. Semiconductors are essential to all of those.

The adoption of digital technologies has been further accelerated by critical challenges like the global pandemic, conflicts at Europe’s doorstep, and the urgent need for large-scale decarbonization. These factors have encouraged the EU to pursue an ambitious digital agenda with an aim to foster European competitiveness and resilience.

The EU economy is undergoing a transformation, a digitalization of entire sectors and industries, for which semiconductors, especially leading-edge semiconductors, provide the foundation.

Intel is Investing in Europe

Our ability to meet this increase in the need for computing power depends on semiconductors. This means investing in a global semiconductor supply chain that is resilient and geographically balanced. When it comes to Europe, Intel has been part of the EU manufacturing ecosystem for more than 30 years and has recently announced more than 50 billion euros in investments in Europe.

Our planned investments in Poland and Germany, combined with our existing site in Ireland, will create a first-of-its-kind end-to-end leading-edge semiconductor manufacturing value chain in Europe, serving as a catalyst for additional ecosystem investments and innovation. By investing in the European semiconductor ecosystem, Intel is contributing to the EU’s goal to more than double its share of global chip manufacturing from the current 9% to 20% by 2030.

Intel’s plans involve an investment of more than 30 billion euros to build two new leading-edge wafer fabrication facilities in Germany, a major expansion of our manufacturing capacity in Europe, and 4.6 billion dollars for an assembly and test facility in Poland. We also continue to invest in our Leixlip, Ireland site. We have made great progress on the expansion project, investing 17 billion euros to build Fab 34 in 2023. This expansion doubles the manufacturing space, bringing Intel 4 process technology to Europe. Our manufacturing site in Ireland now constitutes the largest, most advanced semiconductor company in Europe.

Intel has long-standing and successful partnerships across the European ecosystem, including imec in Belgium and ASML in the Netherlands, and our investments will have significant positive spillover effects throughout the European semiconductor industry. Semiconductor manufacturing sites are akin to small cities and drive the development of local workforces and supplier bases that boost economic development. We already employ over 10,000 people across Europe, in Ireland, Germany, Poland, and many other European countries, supporting R&D, expanding manufacturing, and powering innovation globally. With the planned investment in Germany, Intel will create approximately 3,000 Intel jobs and approximately 7,000 jobs in construction activities, plus many thousands of indirect jobs. For our planned site in Poland, 2,000 employees will be recruited and trained. In addition, experience from our factories in Ireland and the USA shows that every job at Intel creates six additional jobs in the ecosystem by small- and midsize suppliers and service providers.

With over 50 years of history as a leader in the high-tech industry, Intel is also well-placed as a technology partner for Europe. With the launch of Intel Foundry, we are expanding our ability to support the manufacturing needs of European chip designers for advanced semiconductors.

Our common goals are to increase sustainable, advanced semiconductor manufacturing in Europe to mitigate the risks of the EU’s over-reliance on a single region in the world for its chip supply.

Policy Actions for a Competitive and Resilient Europe

Europe’s economy is undergoing a once-in-a-generation change. European policymakers have a unique opportunity to lay the foundations of durable and sustainable prosperity. As policymakers gear up for the European Parliament elections in June 2024, Intel offers recommendations for what the ambitions of the next EU legislators should be and how to reach them.

Achieving the goals of the EU’s twin – digital and green – transition will not be an easy feat. It will require a smart policy mix that has the support of a broad range of stakeholders. Based on our expertise and insights, the EU ought to prioritize four key areas over the next five years to create an environment where businesses and innovation can thrive: boosting competitiveness, driving sustainable and responsible growth and a vibrant tech ecosystem, and promoting global collaboration.

In an increasingly digitalized age, a thriving semiconductor industry is at the core of achieving these ambitions. Intel stands ready to play its part in empowering the EU’s tech and manufacturing ecosystem and deliver on its promises.
