Description
This problem is due to missing files in \examples\board_test_system\jre\, which is necessary for the Java operation environment of Board Test System.
Resolution
To work around this problem, download and unzip jre-patch.zip, then replace these files in \examples\board_test_system\jre.
A Board Test System utility for later versions of the Quartus® Prime Pro Edition Software will be available in the future on the respective device development kit web page.

Board Test System utility version 23.3 on the respective device development kit web page has fixed the issue.
