Would the Quartus II software generated device pinout file be different than the published pinout files if migration is selected during compilation?

Description

Yes, the Quartus® II software generated device pinout file might be different than the published pinout files if migration is selected during compilation. The Quartus II software automatically resolves overlapping of I/O and power pins in migration devices while generating the device pinout.

When migrating devices that have overlapping I/O and power pins, how should I treat these pins?
When migrating between two devices in the same package, NC (no-connect) pins on the smaller device are power or GND on the larger device. Can I connect these NC pins to power or GND to allow succesful migration without causing any damage to the smaller device?
