Why do we experience configuration failure and programming failure in Quartus® II 5.1 with Altera® Enhanced Configuration (EPC4, EPC8, EPC16) devices?

Description

The programming file generation and programming support for the Intel flash memory-based EPC4, EPC8, and EPC16 devices is available in the Quartus II programmer version 5.1 and later. To avoid configuration failure and programming failure with Altera Enhanced Configuration (EPC4, EPC8, EPC16) devices, connect the BYTE# pin for EPC4, EPC8, and EPC16 devices to VCC directly. For more details, please refer to Enhanced Configuration Devices (EPC4, EPC8 & EPC16) Data Sheet in the Configuration Handbook. Configuration will fail and Quartus II cannot program Intel-based EPC devices if there is a pull-up resistor from the BYTE# pin to Vcc.
