Can I turn off the transceiver power rails, if none of the transceivers are used?

Description

Yes, you can connect the transceivers power rails to GND per side, if none of the transceivers on that side of the device are used in the design. This information may not apply to earlier GX devices.  Use Pin Connection Guidelines for verification and to see how to treat the unused transceiver pins.
