Does the Quartus II programmer write to all regions of the EPCS/EPCQ device in Active Serial Programming or JTAG Indirect Configuration mode?

Description No, when the Quartus® II programmer writes a programming file to the EPCS/EPCQ device in Active Serial (AS) Programming or JTAG Indirect Configuration mode, it writes only to the address region that contains actual data in the programming file.
