In the AN692: Power Sequencing Considerations for Intel® Cyclone® 10 GX, Intel Arria®10, and Intel Stratix® 10 Devices, version 17.1, it states, "For Intel® Cyclone® 10 GX and Intel® Arria® 10 devices, you can combine and ramp up Group 3 power rails with Group 2 power rails if the two groups share the same voltage level..."
This also applies to Intel® Stratix® 10 devices.
Resolution
You can combine voltage rails in Group 3 and Group 2 for Intel® Stratix® 10 devices if these rails share the same voltage.
