Why do I get a "Unable to scan device chain. Can't scan JTAG chain" error when trying to configure or Auto Detect my Cyclone III FPGA Starter Kit?

Environment

Description You may receive a "Unable to scan device chain. Can't scan JTAG chain" error when trying to configure or Auto Detect your Cyclone® III FPGA Starter Kit using the embedded USB-Blaster™ when jumper J8 is shunted (jumpered). To be able to configure the Cyclone III device using the embedded USB-Blaster the shunt on jumper J8 will need to be removed.
