Can I use open drain on Arria 10 devices' I/O to pull-up signal to voltage level higher than VCCIO?

Description

No, the output voltage must not be pulled higher than VCCIOMAX level. User is recommended to perform HSPICE simulation to verify output voltage level achieved in user’s selected topology.
