The TDP (Thermal Design Power) in Watts is published for Intel® Xeon® Processors in the Intel Product Specifications website.

For example, for the Intel® Xeon® Gold 6210U Processor, the TDP is 150 W. Use this TDP value with the conversion formula to obtain the BTU/hour value.
