The Intel® Graphics Command Center (Intel® GCC) shows that 4K is not supported in Display > Information when the monitor is actually capable of 4K.
The Intel GCC shows that the display is not capable of 4K and shows an "X" in Display > Information when the monitor is able to be set to a resolution to 3840x2160 and play 4K content.
This is ssue is fixed in Intel Graphics Command Center version 1.100.2970.0 and newer.
While iterating over the monitor modes, Intel GCC only checks the supported EDID modes of the monitor. If the monitor does not support 4K natively, this capability will be shown as unavailable.
