How to fix an issue with Intel® Graphics Command Center only allowing the max refresh rate supported by Display to be selected.

Description

Intel® Graphics Command Center may not list refresh rates that are lower than the maximum refresh rate supported by the Display.

Per example: a display that supports up to 3840 x 2160 resolution and 60hz refresh rate, the Intel® Graphics Command Center might only show 59hz or 60hz refresh rates and leave out other options such as 50hz, 30hz, 24hz, etc.

Resolution

Update the graphics driver to version 31.0.101.2114 or newer and the Intel Graphics Command Center to the Beta version released August 14, 2019 or to the latest version.
