ID:210036 Device or configuration device <name> is not IEEE-1532 compliant

CAUSE: You added the specified device or configuration device to the Programmer window and then directed the Quartus Prime software to create an In System Configuration File (.isc). However, the device or configuration device you added to the Programmer window is not IEEE-1532 compliant and cannot be used to create an ISC file.

ACTION: Direct the Quartus Prime software to create a different programming file type for the specified device or configuration device, or replace the specified device or configuration device with an IEEE-1532 compliant device or configuration device and recreate the ISC file.
