CAUSE: You using a tool to communicate with the device via JTAG interface. The device does not contain an instance that allows this tool to continue. Possibly, the JTAG chain is noisy on the board; the software received invalid data which prevents it from discovering that instance.

ACTION: Ensure the circuit board is connected to a communications cable, and that the device is programmed with a correct SOF file. Check the JTAG chain design to prevent noise.
