RES-10201: Power Up Don't Care Setting May Prevent Retiming
Description
Setting the ALLOW_POWER_UP_DONT_CARE synthesis assignment to ON allows registers that do not have a Power-Up Logic Level setting to power up with a don't care logic level. This assignment can help the Hyper-Retimer retime such registers. Refer to Initial Power-Up Conditions in the Intel Hyperflex Architecture High-Performance Design Handbook for more information.

Consider setting the ALLOW_POWER_UP_DONT_CARE assignment to ON.
