For designs that include hard memory IP blocks, you open this dialog box by right-clicking a hard memory IP interface (in Show Hard Memory IP Interface Pins view) then clicking Hard Memory IP Interface Properties

Lists the properties of all hard memory interfaces pins in the current design.
