Ignore CARRY Buffers logic option

A logic option that ignores all uses of CARRY that are instantiated in the design. (This option also applies to MAX+PLUS II-style CARRY buffers.)

All adders and other arithmetic cells are converted to combinational logic. This option must be assigned to a CARRY buffer, CARRY_SUM buffer, adder, or arithmetic cell or it is ignored. This option is available for all Intel devices.
