Description:This patch allows Quartus to select Receiver Common Mode voltage = 0.75V and 0.65V(default value) in PCIe configuration

Problem:
Quartus currently selects Receiver Common Mode Voltage (Rx Vcm) = 0.65V by default for PCIe configuration.
Altera recommends RX Vcm selection as following for PCIe configuration.
Arria V GX/SX devices to use Rx Vcm = 0.65V.
Arria V GT/ST devices to use Rx Vcm = 0.75V.

Solution:
This patch allows Rx Vcm to be updated to 0.75V.
Please include the following command in the QSF file for every channel:

set_instance_assignment -name XCVR_RX_COMMON_MODE_VOLTAGE VTT_0P75V -to <pin_name>

Caution - You must either have previously installed the
          Quartus II 13.1 software or must
          install the Quartus II 13.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus II
          software will not run properly.
